The only reason I bought this was because it was supposed to be quiet!.
It is not. I have built quiet computers for the past ten years, and been happy with Scythe heatsinks in the past, but their fans are garbage.
I put the stock fan back in the ASRock 350M1 and the machine is now quieter than before.
it's not super loud, but it should have been completely or near quiet, again, it is not. If you value quiet, this product is not for you.
